It all depends on the size of the nuke, they come in a wide range of sizes, and the wind after. Anyone who wasn't killed outright could survive, yes. But many more than were killed outright would have received a fatal dose of radiation and would die in the next several days. Others would experience cancers in later years and decades, and there would be higher than normal birth defects in the next generation.
