Longitudinal Waves,need help (please!)?

If both the speeder and the trooper is moving at the same speed and direction, then there would be no Doppler shift. In order to get a Doppler shift, the distance between the trooper and the speeder must be changing with time. In this case, the distance remains the same just like what would happen if they were standing still parked along the side of the highway.
