Which is the Best option...???..Canada or other ??? and at what time?

I am a student doing BTACS and our college has partnership with various colleges in Canada, Newzealand, England, and we personally can apply for any college in any country. But I want to shift to Canada for further studies I just completed my sem 2 with 8 months training. And the problem is wats the best time to shift over there coz if i want to take transfer in TRU (or other) after 2nd year (4 sem) and i ll get visa of 2 years only but then I want to apply for work permit and PR. I know its very easy to say but its quite difficult. Thats y em really very confused. Please guide me if my strategy is not good like Newzealand is also a good option coz I can easily get the PR after 1 year. So please guide me which could be the best option..!! So that I will not face any problem over there to apply for Job after my studies
