Are there any Scholarships for incoming college freshmen who have one deceased parent?

My father died when my baby brother was only 3 years old. He starts college in Fall of 2010. He wants to go to school out of state and live on-campus. My mom does not have much money, and I am worried that he may incur too much debt if he has to take out school loans from his under grad education. Too much loan debt may deter him from grad school. Does anyone know of any scholarships for incoming freshmen with one deceased parent?
