Why have my refund date changed from 2/1 to 2/19/2008?

I had a refund anticipation loan at sbbt bank and it was denied because I owed $98.05, I filed on the 19 of January and I only susposed to wait 10 to 16 days now its a whole month later that my refund is expected to be back. Don't you think thats a bit much?
